I think with Liverpool, as a high demand CatA* game, the club open the TE for listings as late as possible to help deter ticket touting or selling to aways in home end. At least thats how they have explained it to us. For less popular games eg...

I believe you can list earlier than that, but TE will only be open for sales once fixture is sold out. There is a point at which TE opens for listing, but i think the club determines that themselves without a specific rule applying.
