I actually agree with this.
Most other confederations do this.
AFC (Asia) do it where they have 4 rounds and wind up having more matches for some reason. Bad example.
CAF (Africa) do it similar to AFC but with their 54 nations taking part (didn't realise there were 54 nations in Africa!). They have the weakest 28 teams play a play off with the remaining 26 teams and the winning 14 teams of round 1 being in round 2. 40 teams then split into 10 groups of 4 (6 games each) with each group winner then playing a 2 legged play off to determine qualification (they only get 5 entrants).
We could do the same but wouldn't need the third round as we have more than 10 qualify anyway.
If we went down that route, we could do something like this:
The top 23 nations qualify for round 2 with nations 24-55 entering round 1. They could play a 2 legged game with the 16 winners progressing to round 2.
We'd now have 39 nations being drawn into 13 groups. Could play each other twice, or 3 times giving 4 or 6 games for the "bigger" nations. Yes there will still be that chance of a small nation in a group but chances are it'll be 2 bigger nations and a mid/small team.
We have 13 nations qualifying for Qatar. So this would benefit the same style of the nations league to a degree, smaller groups and big nations playing each other.
