When I worked in the Bank it was the list of customers exceeding their overdraft limits. This was given to cashiers each day so they knew not to cash any further cheques for anyone on the list. This was in the 1970's.

I think it comes from Charles II who issued a blacklist of people who were to be punished for the execution of his father Charles I. I'm pretty sure that is what my history teacher told the class many, many years ago.

The blacklist is a list of people not to be employed usually run by a secret bureaucracy instigated by employers. These people are usually trades unionists, but may include any whistleblower or persons holding views that conflict with the existing order.
