One of the eyewitnesses the BBC spoke to had a quite disturbing tale to tell.
But in fairness the BBC did make it quite clear that no other witness said the same. Whether her contention is correct or not I doubt we will ever know but without any corroboration it remains just her view or, were I being suspicious, her few minutes of fame !!

Not sure what benefit there would be for her from lying, and how many witnesses would there have been at 1.30am? But we shall see, I guess...

I imagine the police just keep on tasering a suspect until they drop if they fear for their safety or a member of the public.
It's a very convenient card for them to play.
The unnecessary kicking and repeated tasering sounds all too believable. There's some wrong uns in the Police service.

Sadly, I have first hand experience of being arrested. The elbows, hair pulling and various other attempts to cause pain were not really necessary. Therefore, I find the eyewitness account believable - it may not be true, but I can believe that it could have happened that way.

I don't think it has to be premeditated to be murder, but there must be an intention to kill. If the intention was just to harm the person, rather than to kill them, it is manslaughter (or so I believe).

Not quite. The law looks at 'mens rea', i.e. mental intention but that can apply to the thought process prior to committing the act or in carrying out the act itself.

The Crown Prosecution Service (CPS) said on Thursday that two officers, both police constables with the West Mercia force, were facing charges. One had been charged with murder, which carries a sentence of life imprisonment, and also faced an alternate charge of manslaughter. The other had been charged with assault causing actual bodily harm.
Neither officer has been named.
The incident was investigated by the police watchdog after officers from the West Mercia force used a Taser as they tried to detain Atkinson, and other force.
The Independent Office for Police Conduct then referred the case to the CPS in October 2018 to consider whether any criminal charges should be brought.
The IOPC had previously said of its inquiry: “The investigation gathered evidence which indicates that police contact with Mr Atkinson involved the use of a Taser, followed by a period of restraint and other uses of force.”
Jenny Hopkins, of the CPS, saidAtkinson’s family had been informed of the charges.
“This decision was made following a careful review of all the evidence presented to us by the Independent Office for Police Conduct following an investigation,” she said.

Would you care to elaborate on this? Mens rea is a given but do you have an example of the guilty intention only being formed when carrying out the act itself? Maybe you can quote an authority?

If you want a very basic example. If a pub fight breaks out and one of the people involved, knocks out the other person and then decides to continue kicking the person in the head or glasses them and it results in the persons death, then the prosecution would be trying to prove that there was intent to kill the other person.
The tragedy for his family is that it has taken so long to bring the prosecution when compared with cases not involving the police.
