Weird. Is there a huge, secret Japanese population in Tampa Bay?
Not sure if you're just joking, but it's not in Tampa Bay. "Visit Tampa Bay" is a group that is paying for advertising.
It could be a uniquely American thing, but many places in the US with economies that are largely tourism-driven will start non-profit corporations that spend money raised by things like hotel taxes to further promote their general area.
It's also very common that the "chamber of commerce" of some cities and municipalities will also use tax money to pay for advertising as well to promote their town and businesses. More recently, smaller towns themselves will use more direct tax revenue to advertise with sports teams to essentially pitch their town to potential new businesses that could generate additional tax revenue.
I would imagine the ROI on these ventures are very low, but once a levy is implemented (such as on hotel rooms with the intent to promote Tampa Bay, for example), they're basically stuck there, paying for stuff like a weekly Twitter post from a Premier League team in London for whatever the length of time was voted on.
Obviously off topic, and feel free to delete if deemed too political, but I thought this might give some insight into the campaign.
