Unfortunately, a joint infection (septic arthritis) can kill you, so RICE may not be the optimal treatment.

I think his surgery was August, but it’s a bit late for infection to develop if it is indeed the same joint.

If there is infection within a joint (which often means the presence of pus/infected fluid) he would need a joint washout and the fluid within the joint would then be tested to find which bug is responsible, then appropriate antibiotic therapy, usually for a period of at least 6 weeks.
That is my experience with these conditions.

Varies a bit. Much longer course if the bone is also infected, but less if not.
