Points to an issue with the cold water supply pumps. The fire sprinklers are served by different pumps and separate tanks with a set capacity. The pitch irrigation will be from another tank, highly likely to be using rainwater harvesting, with its own pumps. The boosted cold water system which supplies potable water to the outlets in the stadium has its own tank which will be substantial, and continually topped up with mains water. There will be two separate tanks dual feeding the pumps, this is for maintainance puroposes or incase there is a fault with the ball valve or float mechanism in one of the tanks. This makes the only likely scenario that both the duty and standby BCWS pumps failed. Which itself is highly unusual. Only way to prevent a repeat would be to add a new duty/standby set in parallel with a separate and different electrical supply.

From what I've been seeing on the New Zealand TV surely it's either Thames Water inefficiency, a Legionella precaution or an attempt to stop sewage going directly into the Thames.

sewage will go to septic tanks so it can be discharged over a period of time, so that it does not overewhelm the sewerage network. If there was any suspicion of legionella this would have been confirmed by lab results before the event, there is no way it could have went ahead. If Thames mains failed there would have been enough water in the storage tanks for the event.
